I think that if she chose to attack him, he might not be so negative to her advances, but he hasn't shown any of that to her.  He's so internal, it's hard to know what he's thinking.  Or, with his sarcasm and cutting comments, it's easy for Hermione to think that she's arch enemy number one.  She'd rather take a long time and secure his love, than rush in and bungle the whole affair, having him shun her forever.  So, as you said, they'll beat about the bush a bit longer.

You've got Pierre pegged.  I'm sure the encounter will give Severus a push, but he doesn't move very quickly.  It would be very splendid if he just said something to Hermione.  She would be thrilled at least.  He will come to some realizations, but sit on them for a while in typically Snape/recluse fashion.

He will turn out to be quite romantic when the time comes.  However, he is slow to warm up.  The man has a lot of baggage when it comes to lady-folk.  Don't worry, it won't take fifty years.  Arithmancy is a touchy subject, and variables have a way of changing.
