What is that that sportsmen have this effect on every perfectly healthy (I mean with a modicum of brain of course) women? I can't understand it.

Romilda is just referring to the double entendre of the word "tart." So, there are Quidditch tarts who hang around after the games to "pick up" the players, and she's applying the idea of cherry, blueberry, chocolate, etc, tarts to those girls and to herself.Thanks!
