It’s a funny little piece. Though, being a Russian speaking person I cannot really comprehend why would Victor change W’s to V’s and Q’s to K’s in his writing. While he definitely could have troubles with theses sounds’, I don’t think he would have troubles with these letters.

I got that from Quidditch Through the Ages, though it was in a Chapter on Norway. I speak Swedish and German so it made sense to me. I was also trying to make Viktor's letter sound like he does when he speaks, so it would sound right to people reading it to themselves. I don't speak Russian, so I'm sorry I made a mistake.
I can't believe there aren't more reviews for this lovely piece.
