They can be, most certainly. I think Draco (and the other Slytherins) can be redeemable, so I write them like that a lot.

I am not a huge fan of being wet in a rain storm, but if I was I would want it to be with Draco giving me a kiss in the rain. This really shows about how the ways work with wizarding traditions and so forth. I really like it.
