According to some folklore, silver burns werewolves when they're in wolf form.

Yup, I was deliberately trying to obscure the identity of the narrator until the last line - although I think I put a few clues in there.

Ooh, clever author -- and wicked cruel Ministry official who decided on this for Fenrir. I will guess that Lupin is horrified in part because a Ministry that does this to one werewolf might be willing to do it to Lupin as well. Well done, Doomspark!!
